Investment manager Lawrence Lepard said Aug. 24, 2026, that even if the CLARITY Act passes and boosts stablecoin adoption, the resulting demand for U.S. Treasuries would cover less than 3% of the roughly $8 trillion in debt the government must roll over each year.

CLARITY Act faces a major Treasury debt reality

At the center of the debate is the rapidly expanding stablecoin market and the Treasury securities held as reserves by major dollar-pegged stablecoin issuers.

According to the figures cited in the original report, the stablecoin market stood at about $255 billion, while the U.S. Treasury faces more than $8 trillion in debt that needs to be rolled over annually.

Lepard, an investment manager and author of The Big Print, specifically questioned the assumption that the CLARITY Act would allow stablecoins to become powerful enough to stabilize the Treasury market.

The distinction matters for crypto investors. Regulatory clarity could potentially encourage more stablecoin issuance and broader digital-dollar adoption.

However, greater stablecoin usage does not automatically mean that the additional Treasury demand would be large enough to address the government’s much broader borrowing needs.

CLARITY Act could boost stablecoins without fixing the debt gap

The CLARITY Act is designed primarily as a crypto-market structure measure rather than a fiscal rescue package. Its significance for stablecoins comes from the possibility that clearer rules could encourage additional issuance, institutional participation and wider use of dollar-backed digital assets.

Stablecoin issuers typically maintain reserves in highly liquid assets, including short-term U.S. Treasury securities. If the supply of regulated dollar stablecoins increases substantially, issuers could consequently increase their holdings of government debt.

For investors, the implication is straightforward: the CLARITY Act may be significant for the regulatory outlook of digital assets while still having a limited effect on the structural challenges facing the U.S. debt market.

CLARITY Act debate highlights stablecoin demand limits

The argument also comes as U.S. lawmakers continue moving toward a clearer regulatory framework for digital assets. The legislation has already advanced through important stages of the legislative process, although its ultimate passage remains dependent on securing sufficient Senate support.

PwC has previously noted that clearer distinctions between securities and commodities regulation could reduce legal uncertainty for developers, exchanges and institutional investors, while opening the door to broader blockchain and digital-asset strategies.

The CLARITY Act could help establish rules that make stablecoins easier for businesses and financial institutions to use, but regulation alone does not determine how quickly the market grows.

Nor does it guarantee that new stablecoin demand will translate into Treasury purchases large enough to alter the government’s overall funding picture.

This is particularly relevant because the Treasury market operates on a scale far larger than the stablecoin sector. The gap between hundreds of billions of dollars in stablecoin capitalization and trillions of dollars in annual federal borrowing requirements remains substantial.

What the CLARITY Act means for crypto investors

The first is regulatory. Passage could reduce uncertainty around digital-asset market structure and potentially support greater institutional participation. That could be positive for established crypto companies, exchanges and stablecoin-related businesses.

The second question is macroeconomic. Investors should be cautious about treating stablecoin growth as a standalone solution to America’s debt burden. Lepard’s analysis suggests that the numbers do not currently support such a conclusion.

The CLARITY Act could therefore be bullish for parts of the crypto industry without necessarily being bullish for the U.S. Treasury’s financing position. Stablecoin adoption may increase demand for Treasury bills, but the magnitude of that demand remains the central issue.

Investors should consequently monitor stablecoin market capitalization, Treasury issuance, demand for short-term government debt and the progress of the legislation rather than relying solely on the narrative that crypto can absorb America’s borrowing needs.

The broader takeaway is that the CLARITY Act may represent an important regulatory development for digital assets, but its ability to transform the Treasury market depends on stablecoin growth reaching a scale far beyond today’s market.

For crypto markets, that makes the legislation important—but not a substitute for resolving the deeper fiscal pressures confronting the United States.
