The city of El Reno, Oklahoma, has condemned a Bitcoin mining and data center site operated by Athlon Blockchain Technology Corporation (Athlon BT) after a failure in a privately owned water line caused significant water loss and reduced pressure across the community, forcing local schools to close for two days.
City authorities have since issued a public nuisance abatement notice and said the facility cannot resume operations until outstanding building and code violations are addressed.
The incident has drawn renewed attention to the infrastructure demands and regulatory challenges surrounding cryptocurrency mining facilities in Oklahoma, although officials have not attributed the leak to Bitcoin mining operations or cooling systems.
The water incident brought renewed scrutiny to a property that city officials say had already been subject to regulatory problems.
El Reno issued a building permit for the facility in 2021. In June 2023, however, inspectors ordered work to stop after identifying fire and life-safety code violations.
According to local reporting cited in the supplied story, subsequent inspections identified dangerous structures, drainage problems and expired building and electrical permits. The facility also lacked a final certificate of occupancy.
Despite the stop-work order, municipal officials believe the property continued to be developed and eventually became operational.
“At this time, it is believed, although not yet confirmed, that despite lacking any certificate of occupancy, the property owner continued to construct the facility and began operations,” — Ken Brown, interim city manager, El Reno.
The city’s decision to condemn the property means Athlon BT will not be permitted to restart operations until the outstanding violations are resolved.
A hearing on the property is scheduled for September 14. At the time of the report, no criminal charges had been filed in connection with the incident.
The immediate impact of the failure was felt beyond the boundaries of the mining facility.
The damaged private water infrastructure allowed approximately 3.8 million gallons of water to escape. The scale of the loss caused water pressure to fall, forcing El Reno to temporarily suspend service in some areas.
The disruption also affected local education. Schools in the area were closed for two days as authorities dealt with the consequences of the water loss and interruption to supply.
City officials have said Athlon BT will be responsible for the costs associated with the incident. Those costs are expected to include the lost water as well as overtime, equipment and other expenses incurred by the city while locating and stopping the leak.
Mayor Steve Jensen said the city would bill the company for those expenses and that residents would not be required to absorb the additional costs.
The source of the failure is also important to understanding the incident. Although the affected property is a Bitcoin mining and data center site, officials have not said that its cooling infrastructure or routine water consumption caused the leak.
Instead, the failure originated in a private water line connected to a fire hydrant on the property.
That distinction separates the incident from broader debates over how much water cryptocurrency mining facilities consume as part of their normal operations.
Athlon BT describes itself as a developer of mobile data centers designed for artificial intelligence and Bitcoin mining. The El Reno property is therefore part of a broader expansion of energy-intensive computing infrastructure in Oklahoma.
The state has attracted several cryptocurrency mining operations, while data centers are increasingly being developed for AI and high-performance computing.
One example cited in the original report is a 15MW cryptocurrency mining facility operated by LM Funding America in Calumet, roughly 20 miles west of El Reno. The company is considering partially repurposing that site for artificial intelligence and high-performance computing workloads.
Oklahoma lawmakers have also taken steps to address the infrastructure implications of large data centers and cryptocurrency mining operations.
The state recently introduced legislation aimed at protecting electricity ratepayers from infrastructure costs associated with data centers and cryptocurrency mining facilities that add at least 75MW of demand.
The El Reno incident adds a different dimension to that infrastructure debate. Rather than focusing on electricity demand, the Bitcoin mining leak has highlighted questions surrounding water infrastructure, property compliance, municipal oversight and the consequences of operating without final regulatory approval.
Oklahoma have also launched Fraud and Cybercrime Unit after AI and crypto scams drain $150 million from residents.
The controversy in El Reno is part of a wider US debate over the local effects of cryptocurrency mining and data center development.
In July, authorities in Tyler, Texas, rejected a proposed 12MW Bitcoin mining data center after residents raised concerns about water use, noise and the facility’s proximity to homes.
Those concerns mirror some of the broader infrastructure questions now surrounding large-scale computing facilities. As Bitcoin mining and AI data centers expand, communities are increasingly assessing whether existing water, electricity and other public infrastructure can accommodate the additional demands associated with these operations.
In El Reno, however, the available information does not establish that cryptocurrency mining itself caused the water failure. The incident instead involved a private water line and occurred at a facility that was already facing unresolved building and safety issues.
The city’s response underscores the regulatory consequences. Athlon BT must address the outstanding violations before the property can return to operation, while a September 14 hearing is expected to provide another opportunity for officials to examine the site’s status.
The Bitcoin mining leak has also exposed a municipal oversight failure. Brown acknowledged that the city did not adequately follow up on the 2023 stop-work order, attributing the lapse to staff turnover and poor communication between municipal departments.
