Sanctioned Russian payment network A7 unveils USDT-to-SWIFT service 12 days after US Treasury blacklisting

The Russia-linked payment network is introducing a service that lets customers pay international invoices in USDT while recipients receive conventional bank transfers, raising fresh questions about compliance and cross-border crypto payments.

A7, the Russian payment network sanctioned by the US Treasury on October 1, is introducing A7 International, a service that lets customers fund overseas invoices in Tether’s USDT while recipients are paid through SWIFT. The product debuts October 13, with a fixed 0.3% fee and no disclosed list of partner banks, countries or blockchains.

How A7 International plans to deliver USDT services

A7 International is designed to address a practical challenge in cross-border commerce: businesses may want to use digital assets to fund payments, but their overseas suppliers often prefer receiving money directly into bank accounts.

Under the proposed arrangement, a customer would pay an invoice using USDT, after which A7 would coordinate settlement to the foreign recipient through a standard SWIFT bank transfer in the required currency.

According to the announcement published by Chainwire, the product is intended primarily for foreign trade operators, although individual customers will also be eligible.

The company has not yet disclosed the complete list of supported countries, settlement currencies, participating banks or blockchain networks.

These missing details are important when evaluating the commercial value of the new USDT services. The advertised 0.3% fee may appear competitive, but the overall cost will depend on conversion rates, banking charges, processing times and the availability of payment corridors.

A7 has scheduled a presentation involving Petr Fradkov, chairman of PJSC Bank PSB, and A7 chief executive Ilan Shor for October 13 at 13:13 Moscow time. The announcement does not establish when the service will become generally available to customers.

US sanctions create a significant compliance challenge

The launch comes against a difficult regulatory backdrop. On October 1, 2026, the US Treasury Department sanctioned the A7 Network, with its Office of Foreign Assets Control designating the network as a significant transnational criminal organization.

Separately, the Financial Crimes Enforcement Network proposed restrictions that would prevent covered US financial institutions from processing transfers involving identified A7-affiliated payment agents.

According to FinCEN, companies associated with these agents processed more than $17 billion in transactions between January 2025 and June 2026.

US authorities allege that the network used overseas companies and misleading commercial documentation to facilitate transactions connected to sanctioned Russian and Iranian entities.

These are allegations and regulatory findings, not proof that every transaction handled by A7 or every customer using its products is unlawful.

Financial institutions, payment intermediaries and counterparties may need to assess whether transactions involve blocked entities or fall within applicable restrictions.

A7’s announcement did not explain how the new service would address the October sanctions or identify the banks expected to handle its transfers. The proposed FinCEN restrictions are separate from the sanctions designation, which is already in force.

Investors should therefore distinguish between the commercial announcement and evidence that the service can operate consistently across the markets it intends to serve.

A7’s business scale and stablecoin strategy

A7 was established in 2024 with the involvement of Promsvyazbank, commonly known as PSB Bank. The company provides international settlement products, digital financial assets and promissory notes.

According to figures published by A7, its network serves approximately 15,000 customers and processes around 2,000 transactions each day.

The company also claims to operate across more than 100 countries and to have handled roughly 19% of Russian companies’ cross-border trade settlements in 2025. These figures are company-reported claims rather than independently verified measures of current activity.

The latest USDT services announcement also follows scrutiny of A7A5, a separate ruble-backed stablecoin associated with the network. US authorities have identified A7A5 as a blocked token linked to sanctioned issuer Old Vector LLC.

Earlier reporting cited substantial transaction volumes associated with A7A5, while blockchain analytics researchers questioned how much activity represented payments between independent users rather than transfers among related wallets.

A7 International is being presented as a different product because it specifically uses Tether’s USDT to fund payments.

However, the company has not disclosed enough technical information to establish how the new service will interact with blockchain networks, conversion providers and settlement banks.

What the new USDT services mean for crypto investors

The proposed service reflects a broader effort to connect digital assets with established international payment infrastructure.

Stablecoins can provide a dollar-denominated means of transferring value across blockchain networks, while conventional bank transfers allow businesses to receive funds without directly managing crypto wallets.

However, practical adoption depends on more than transaction fees. Customers must consider settlement reliability, liquidity, conversion costs, counterparty exposure, jurisdictional restrictions and the possibility that financial institutions may decline transactions.

The new USDT services could attract interest from businesses seeking alternative settlement methods, but the regulatory environment surrounding A7 makes due diligence particularly important.

A7 International represents a proposed bridge between stablecoin payments and traditional banking, introduced at a time when the network faces heightened scrutiny from US authorities.

Its commercial prospects will depend on whether it can deliver reliable settlement while navigating the legal and operational restrictions affecting its wider payment ecosystem.
