Taiwan has delivered one of its toughest sentences in a cryptocurrency-related fraud case after a local court sentenced the alleged leader of the Cointhink (BitShine Technology) operation to 22 years in prison.

The sentence was over a USDT-based investment fraud and money laundering scheme that authorities say victimized 1,539 people and caused losses exceeding NT$1.27 billion (approximately $39 million).

The ruling, announced by the Shilin District Court, marks a significant milestone in Taiwan’s broader campaign to strengthen oversight of virtual asset service providers and combat organized financial crime.

Court delivers one of Taiwan’s harshest crypto fraud sentences

According to prosecutors, the criminal network operated through BitShine Technology while presenting itself as a legitimate cryptocurrency business.

Investigators alleged the organization falsely claimed to be the only Financial Supervisory Commission (FSC)-authorized virtual asset operator in Taiwan, using the credibility of physical storefronts to convince victims to purchase Tether (USDT) with cash.

Authorities said victims were subsequently instructed to transfer their USDT to designated cold wallets controlled by the fraud network.

The stablecoins were then converted into U.S. dollars and routed overseas through multiple transactions designed to obscure the movement of funds.

Between January 2024 and April 2025, prosecutors estimate the organization laundered more than NT$2.3 billion while defrauding 1,539 investors.

The court convicted the scheme’s leader on multiple counts, including aggravated fraud, money laundering, and illegally operating virtual asset services, resulting in a combined 22-year prison sentence and confiscation of criminal proceeds.

“The defendant shall serve a combined prison sentence of 22 years, and criminal proceeds shall be confiscated according to law.”

USDT became the payment rail—not the problem

The case highlights a recurring trend in crypto-related fraud: the use of USDT as a settlement medium rather than as the source of the fraud itself.

Prosecutors alleged victims were persuaded to visit more than 40 physical cryptocurrency stores, where they purchased USDT with cash before transferring the tokens to wallets specified by scammers.

The use of stablecoins allowed funds to move quickly across borders while making recovery more difficult once assets entered multiple wallets and foreign jurisdictions.

Investigators further alleged that the operation exploited compliance procedures by coaching participants through know-your-customer (KYC) checks, enabling fraudulent transactions to appear legitimate.

“Victims were instructed to purchase USDT with cash before transferring the tokens to designated cold wallets, with multiple transfers used to obscure the movement of funds.” Taiwan prosecutors, as reported by The Crypto Times.

Taiwan strengthens crypto oversight

The judgment arrives as Taiwan continues tightening regulation of its digital asset sector.

Authorities have expanded anti-money laundering requirements for virtual asset service providers and increased enforcement against firms operating without proper registration.

The Cointhink case demonstrates regulators’ growing willingness to pursue not only fraud charges but also violations involving unregistered crypto businesses and organized money laundering.

Market observers expect the ruling to encourage stricter compliance standards among exchanges, OTC desks, and crypto payment providers operating in Taiwan.

For legitimate crypto businesses, the decision reinforces the importance of transparent licensing, robust AML controls, and effective customer verification procedures.

For investors, it serves as another reminder that physical storefronts, branded exchanges, or claims of regulatory approval should never replace independent due diligence.

“The group falsely claimed to be the country’s only FSC-authorized operator to gain victims’ trust.” Shilin District Prosecutors, according to the Central News Agency (CNA).

Why the ruling matters for crypto investors

While the fraud relied heavily on cryptocurrency infrastructure, the prosecution reinforces a broader industry trend: regulators are increasingly distinguishing between digital assets as financial tools and criminal actors who misuse them.

For crypto investors, the Taiwan verdict sends two important signals. First, regulators are becoming more aggressive in pursuing organized crypto-enabled fraud.

Second, stablecoins such as USDT remain under closer scrutiny as authorities seek stronger transaction monitoring without restricting legitimate market activity.

The ruling also illustrates how enforcement is evolving beyond exchange oversight toward the entire crypto ecosystem including OTC operators, physical retail outlets, and intermediary service providers.

As jurisdictions worldwide implement stricter virtual asset regulations, investors are likely to see greater emphasis on compliance, licensing, and transaction transparency.
