Bhutan is taking another step toward institutionalizing its Bitcoin strategy, with the Gelephu Mindfulness City appointing Canadian digital-asset manager 3iQ to manage an undisclosed portion of its Bitcoin treasury.

The agreement, announced July 30, places 3iQ at the center of Bhutan’s effort to deploy Bitcoin as strategic capital for the development of its planned economic hub rather than simply hold the cryptocurrency as a passive reserve.

The mandate is significant because it moves Bhutan’s Bitcoin experiment beyond government accumulation and into professional portfolio management.

The amount of Bitcoin assigned to 3iQ, the investment benchmark, custody arrangements and permitted strategies have not been disclosed.

Those details will ultimately determine how much risk the arrangement introduces to assets earmarked for national development.

Bhutan’s Bitcoin strategy enters a new phase

Bhutan’s relationship with Bitcoin is unusual among sovereign governments.

The Himalayan kingdom has used its abundant hydroelectric resources to mine Bitcoin, converting surplus renewable energy into a digital asset reserve.

That strategy has gradually transformed Bitcoin from an energy monetization experiment into a component of Bhutan’s broader economic planning.

In December 2025, the government pledged up to 10,000 BTC to support the long-term development of Gelephu Mindfulness City, a special administrative region intended to attract investment, create employment and develop new industries.

King Jigme Khesar Namgyel Wangchuck presented the Bitcoin allocation as part of a broader national-development strategy.

The king subsequently announced the allocation of up to 10,000 BTC, describing it as a commitment to “our people, our youth and our nation.”

The distinction matters. Bhutan is not positioning the reserve simply as a speculative bet on Bitcoin’s price. The stated objective is to make the asset productive while preserving its long-term strategic value.

That makes the appointment of an external asset manager an important evolution in the country’s approach.

3iQ brings institutional Bitcoin management to Bhutan

Under the new mandate, 3iQ will manage an undisclosed portion of the Bitcoin allocated to Gelephu Mindfulness City.

The Canadian firm has built its business around institutional digital-asset investment products and has operated Bitcoin investment vehicles for years.

3iQ describes itself as a pioneer in institutional digital-asset investment management. Its Bitcoin ETF, for example, is designed to provide exposure to Bitcoin while using institutional custody and fund infrastructure.

The Bhutan agreement also goes beyond portfolio management. According to the announcement, 3iQ intends to establish a long-term presence in Gelephu, invest in Bhutanese talent and transfer investment-management expertise locally.

The partnership is therefore being positioned as part of the financial infrastructure for the emerging city rather than as a conventional external investment contract.

The missing details matter for Bitcoin investors

The headline appointment is clear, but the commercial and investment terms are not. Neither Bhutan nor 3iQ has disclosed the amount of Bitcoin being placed under management.

The parties have also not publicly specified the custody provider, management fee, investment benchmark or precise restrictions on trading activity.

There is no public confirmation, for example, of whether the mandate permits Bitcoin lending, derivatives, collateralization or yield-generating strategies.

Those distinctions are critical because each can materially alter the risk profile of a sovereign Bitcoin treasury.

The issue is particularly important because Bhutan’s Bitcoin is ultimately tied to a public-development objective.

A loss caused by leverage, counterparty exposure or an aggressive yield strategy would not simply affect an investment fund. It could affect capital designated for infrastructure, employment and economic development.

The regulator adds another layer of scrutiny. Gelephu’s Financial Services Office oversees traditional financial and virtual-asset activity within the special administrative region, with regulated asset-management businesses required to obtain appropriate authorization before operating locally.

As of July 31, the public regulatory directory did not list an entity named 3iQ, although that does not establish that a license is required for the specific arrangement or that an application is not pending.

For institutional investors watching the development, regulatory clarity could therefore become just as important as Bitcoin performance.

Bhutan’s experiment could become a sovereign treasury model

The larger significance of the 3iQ appointment extends beyond Bhutan.

Governments have traditionally treated reserves as instruments of monetary stability, liquidity management and fiscal security.

Bhutan is testing whether Bitcoin can occupy part of that framework while also serving as productive long-term capital.

Its approach is particularly notable because the country accumulated much of its Bitcoin through hydro-powered mining.

That gives Bhutan a distinctive route into digital assets: rather than relying primarily on fiat purchases, it converted an energy resource into a financial asset and is now exploring how to deploy that asset institutionally.

The 10,000-BTC pledge was the first major expression of that strategy. The 3iQ mandate represents a more operational phase.

3iQ has positioned itself around regulated digital-asset investment products and institutional portfolio management, while its parent company, Coincheck Group, completed the acquisition of a 99.8% beneficial interest in 3iQ in February 2026.

Pascal St-Jean subsequently became CEO of Coincheck Group while continuing to lead 3iQ. The next phase will determine whether the partnership becomes a template or simply another experiment.

Investors will be watching for disclosures on the Bitcoin amount under management, custody arrangements, investment restrictions, reporting standards and regulatory approvals.

Until those details emerge, the appointment should not be interpreted as evidence that Bhutan is seeking to maximize Bitcoin yields or increase its exposure aggressively.

What is clear is that the country is moving toward professional management of at least part of its digital-asset treasury.

Bitcoin is increasingly being treated not merely as an asset governments can accumulate, but as capital that can be managed, structured and deployed.

Bhutan’s decision to place part of its sovereign holdings with an institutional digital-asset manager suggests that the next stage of national Bitcoin adoption may be less about announcing reserves and more about building the financial infrastructure needed to manage them.
