Brazil’s central bank rule forces Binance users to justify international crypto transfers, even to their own foreign accounts

Brazilian Binance users will face new disclosure requirements for cross-border crypto transfers from November 1 as regulators bring virtual-asset transactions deeper into the country’s foreign-exchange framework.

Binance users in Brazil will have to explain why they are moving crypto abroad. From Nov. 1, 2026, customers sending or receiving crypto across the border must state the purpose of the transfer and identify the counterparty, under a Central Bank of Brazil rule.

The requirement follows Resolution BCB No. 521/2025, which brought international virtual-asset transfers under Brazil’s foreign-exchange framework. It covers transfers to a user’s own accounts on overseas exchanges. Domestic transfers between Brazilian residents are unaffected.

Brazil crypto rules expand reporting requirements

Under the updated Brazil crypto rules, Binance customers will need to identify the purpose of an international transfer and provide information about the counterparty involved.

The exchange said the information will subsequently be included in monthly reports submitted to Brazil’s central bank.

Binance confirmed that the changes are designed to comply with Resolution BCB No. 521/2025, which amended an earlier framework governing Brazil’s foreign-exchange market.

According to Binance, starting 1 November 2026, when you send crypto to or receive crypto from outside Brazil on Binance, you will be asked to inform the purpose of the transfer and to confirm who the counterparty is and the nature of your relationship with this person or entity.

The requirement will cover both individuals and businesses. Depending on the transaction, users may have to identify whether the counterparty is an individual, company, financial institution, investment fund, nonprofit organization or another type of entity.

For transfers worth up to $50,000, Binance will use a simplified selection of 10 transaction-purpose categories. Larger transactions will require customers to select from the Central Bank of Brazil’s broader list of 96 classifications.

Those classifications cover activities such as moving funds between accounts owned by the same person, purchasing goods or services, making donations and financing international travel.

Binance withdrawals could face delays

The new Brazil crypto rules could also have a practical impact on how quickly users complete international deposits and withdrawals.

Binance said customers will have to complete the required information before submitting certain international withdrawal requests.

For incoming transfers from abroad, funds could remain pending while the exchange waits for the necessary information. In some circumstances, transactions could be returned to the sender if the requested details are not supplied.

The requirements also extend to users transferring crypto to accounts they personally control on foreign exchanges. In such cases, the user will identify themselves as the counterparty, while Binance will classify the transaction according to the relevant purpose.

Self-hosted wallets are treated somewhat differently. Binance said users moving cryptocurrency to or from their own self-custody wallets will not have to provide a transaction purpose in the same way, although they may need to confirm ownership.

Brazil crypto rules introduce a $100,000 condition

Another element of the Brazil crypto rules concerns international transactions involving foreign counterparties that are not authorized to operate within Brazil’s foreign-exchange market framework.

According to Binance’s explanation, certain international virtual-asset payments or transfers involving unauthorized foreign counterparties can be subject to a $100,000 equivalent limit per transaction.

The restriction does not represent a universal $100,000 ceiling on every international cryptocurrency transaction from Brazil. Instead, its application depends on the regulatory status of the foreign counterparty.

Binance said eligible foreign exchanges will appear through its transfer interface after being assessed against applicable central bank requirements. Platforms that do not appear on the list may be submitted to Binance for review, although acceptance is not guaranteed.

The exchange said its changes affect Brazilian users only and are intended to align its procedures with local regulatory requirements. “This announcement affects Brazilian users ONLY,” Binance stated in its official announcement.

Recent measures have also strengthened controls around fraud prevention and transfers involving foreign platforms and self-custody wallets.

What Brazil crypto rules mean for investors

For investors using Binance in Brazil, the immediate takeaway is that international cryptocurrency transfers will become more documentation-intensive from November 1.

Users sending crypto abroad should be prepared to explain why the transaction is taking place and identify the person or organization receiving the assets.

Investors transferring funds to their own foreign exchange accounts should also expect to provide additional information even though they remain the ultimate owner of the assets.

At the same time, ordinary transfers between Brazilian residents will not be changed by this particular November update. That means the new Brazil crypto rules are primarily focused on transactions that cross the country’s borders rather than everyday domestic crypto movements.

Investors who frequently move substantial amounts of cryptocurrency internationally may need to pay particular attention to the applicable purpose codes, counterparty requirements and transaction limits.

The November 1 implementation therefore represents more than a Binance platform update. It is another step in Brazil’s effort to integrate cryptocurrency activity into its financial oversight system while maintaining a distinction between domestic transactions, international transfers and the separate Travel Rule framework.
