Plattsburgh, New York, is considering a 12-month moratorium on new and expanded cryptocurrency mining, artificial intelligence and other high-energy computing facilities as the city undertakes a broader zoning review, Mayor Wendell Hughes announced Aug. 20.
A public hearing was held Sept. 3, while the Common Council is expected to continue deliberations at its Sept. 17 meeting.
Plattsburgh crypto mining ban would target 300 kW facilities
The proposed Plattsburgh crypto mining ban would apply to facilities primarily engaged in cryptocurrency mining, blockchain validation, AI computing, machine learning, cloud computing, digital-asset processing, data-center operations and related high-density computing activities.
Under Local Law P-2, a facility would qualify as a high-energy-use operation if it requires high-density electrical service under the city’s existing code or has a connected electrical demand of 300 kilowatts or more.
The proposed 12-month pause would cover new facilities, expansions, conversions of existing buildings and certain efforts to restart previously closed facilities requiring municipal approval.
The proposed restrictions would affect more than mining companies. Building permits, zoning permits, special-use permits, site-plan approvals and certificates of occupancy for covered facilities could all be placed on hold during the moratorium.
Existing facilities that are already operating lawfully would not automatically be forced to shut down. The draft law specifically allows continued lawful operations, although expansions or material increases in capacity requiring municipal approval could be restricted during the moratorium.
Electricity demand sits at the center of the debate
The proposed Plattsburgh crypto mining ban comes as local officials examine how exceptionally large electricity users could affect the city’s municipal utility and infrastructure.
Plattsburgh owns and operates its Municipal Lighting Department. The proposed legislation says large electricity users can influence utility planning, reserve capacity, capital spending, system reliability and municipal finances.
City officials also want to determine whether existing zoning rules adequately address the cooling, noise, emergency-response and fire-protection requirements associated with large computing facilities.
Mayor Hughes has pointed to the scale of electricity that some prospective data-center developments could require. Local reporting said certain projects could potentially demand about 50 megawatts, while the city’s overall power allocation is approximately 105 megawatts.

Hughes has also said the high-energy facilities do not currently contribute to higher utility rates for residents, according to local reporting.
Plattsburgh crypto mining ban revives 2018 precedent
The proposed Plattsburgh crypto mining ban would not be the city’s first attempt to restrict the industry.
In 2018, Plattsburgh enacted an 18-month moratorium on commercial cryptocurrency mining. The measure prevented the city from accepting or approving applications for new commercial mining operations while officials worked on zoning and utility regulations.
The city later adopted Local Law 6-2018, establishing specific zoning rules for commercial cryptocurrency mining operations. Those regulations addressed issues including noise, fire suppression, heat controls and nuisance impacts.
The original moratorium was subsequently terminated after the city determined that its purpose had been fulfilled.
The change is significant for the mining industry because several companies have increasingly explored AI and high-performance computing as alternative sources of revenue.
Plattsburgh crypto mining ban remains unresolved
The proposed Plattsburgh crypto mining ban has not yet taken effect. The Common Council held its public hearing on Sept. 3, and the proposal remains subject to further municipal review. The next scheduled council meeting is Sept. 17.
Its eventual impact will depend on the final wording, approval process and whether affected companies have projects that require new municipal permits or expansions.
The city’s proposed rules also leave room for hardship relief under specified circumstances. During the moratorium, Plattsburgh intends to continue reviewing its zoning framework and consider permanent regulations for high-energy computing facilities.
A single municipal decision is unlikely to determine Bitcoin’s broader market direction, but restrictions on access to affordable and reliable power can influence where mining companies build capacity.
The Plattsburgh crypto mining ban is therefore worth watching not because it immediately changes Bitcoin’s supply or network rules, but because it illustrates the growing importance of electricity, infrastructure and local zoning policy to the economics of industrial-scale crypto mining.
The Plattsburgh crypto mining ban also highlights a changing regulatory landscape in which Bitcoin mining and AI computing are increasingly being assessed together because of their substantial power requirements.
Until the city completes its review and takes final action, the Plattsburgh crypto mining ban remains a proposal.
