Token Payment System Gains Powerful Momentum as South Korea Accelerates CBDC Payment Infrastructure for Businesses and Consumers

Token payment system adoption has taken a significant leap forward after South Korea officially launched a nationwide project to expand CBDC-based deposit token payments into everyday commercial transactions.

Backed by a 9.6 billion won ($6.9 million) government investment, the initiative marks one of the country’s most ambitious blockchain payment programs, extending the Bank of Korea’s wholesale CBDC pilot into real-world consumer and merchant payments.

The token payment system represents the next phase of South Korea’s digital finance strategy, transforming the experience gained from the Bank of Korea’s Project Hangang into practical payment services for businesses and consumers.

Officials believe the move will reduce transaction costs, improve settlement efficiency, and strengthen the country’s position as a global blockchain innovation leader.

Token payment system becomes the centerpiece of South Korea’s digital finance strategy

The nationwide initiative was jointly announced on July 22 by the Ministry of Science and ICT and the Korea Internet & Security Agency (KISA) during a launch ceremony held at KISA headquarters in Seoul.

Selected under the government’s 2026 Blockchain Innovation Leading Project, the token payment system is designed to demonstrate how blockchain technology can improve public services while creating practical commercial applications.

The project will be led by the Korea Financial Telecommunications and Clearings Institute (KFTC), bringing together nine commercial banks, eight payment gateway providers, and two major merchants to develop payment services powered by deposit tokens issued through the Bank of Korea’s wholesale CBDC infrastructure.

According to KISA Digital Infrastructure Division Director Shin Dae-gyu, the project marks the first step toward establishing a nationwide deposit token ecosystem.

“This project represents the first stage of creating a deposit token payment environment and will create new opportunities for startups and IT companies to build innovative services,” Shin said, adding that KISA will support the initiative through its blockchain and cybersecurity expertise.

Token payment system aims to cut costs for businesses

Unlike traditional payment upgrades that require merchants to replace expensive hardware, the new token payment system allows businesses to continue using their existing point-of-sale terminals.

Instead, consumers will make payments through digital deposit token wallet applications issued by participating commercial banks.

Authorities are also reviewing the possibility of introducing payment cards linked directly to those wallets, making the token payment system even more accessible to everyday users.

Officials expect this approach to significantly reduce settlement expenses while easing payment processing fees for small and medium-sized merchants.

The infrastructure also connects directly with South Korea’s existing banking rails through Project Hangang, eliminating the need to build an entirely separate payment network.

Project Hangang moves closer to commercial reality

The latest expansion builds upon the Bank of Korea’s Project Hangang, the country’s wholesale central bank digital currency pilot.

According to the Bank of Korea, wholesale CBDCs are intended to improve the efficiency and security of financial market infrastructure while supporting tokenized commercial bank deposits.

Bank for International Settlements General Manager Agustín Carstens has previously emphasized that tokenization could modernize financial markets by enabling safer and more efficient settlement systems while preserving trust in central bank money.

The new token payment system reflects that broader vision by combining blockchain innovation with existing banking infrastructure rather than replacing it entirely.

Token payment system could transform government spending

South Korea’s ambitions extend far beyond retail commerce.

Authorities plan to test the token payment system for government business expense programs before integrating it with dBrain, the country’s digital public finance platform.

Using programmable blockchain technology, officials intend to automate spending conditions, improve financial transparency, and streamline treasury management across government agencies.

The Ministry of Science and ICT also confirmed that nearly 3 billion won of the project’s budget has been allocated to startups, SMEs, and technology companies developing services around the token payment system. Participating banks are expected to contribute an additional 4.5 billion won toward related infrastructure investments.

Deposit tokens differ from stablecoins

South Korea continues to distinguish its token payment system from privately issued stablecoins.

While both rely on blockchain technology, deposit tokens represent tokenized commercial bank deposits issued within the Bank of Korea’s wholesale CBDC framework.

Stablecoins, by contrast, are privately issued digital assets backed by reserve assets under separate regulatory structures.

The distinction has become increasingly important as South Korea simultaneously develops legal frameworks for won-backed stablecoins under the proposed Digital Asset Basic Act while advancing wholesale CBDC infrastructure, tokenized government bond pilots, and participation in the Bank for International Settlements’ Project Agora for cross-border payments.

Token payment system positions South Korea at the forefront of digital payments

The nationwide rollout demonstrates South Korea’s determination to commercialize blockchain-powered finance through a regulated banking model rather than relying solely on private digital assets.

As Project Hangang evolves to include person-to-person transfers, business treasury payments, and expanded merchant participation, the token payment system is expected to become a cornerstone of the country’s future payment ecosystem.

With strong government backing, collaboration between commercial banks, and continued investment in blockchain infrastructure, South Korea is positioning itself among the world’s leading innovators in digital payments.

If successful, the token payment system could become a global blueprint for integrating CBDCs into everyday commerce while lowering costs, improving transparency, and accelerating the adoption of tokenized financial services.
