Bank of Russia flags 2,600 crypto wallets tied to $12 million in suspected fraud

The Bank of Russia has intensified its crackdown on crypto-linked financial crime after flagging 2,600 wallets connected to suspected illegal activity and more than ₽1 billion in cryptocurrency inflows during the first half of 2026.

The Bank of Russia has flagged 2,600 crypto wallets linked to suspected financial crimes, funneling the data to banks and law enforcement after the addresses received more than ₽1 billion in the first half of 2026.

The identified addresses received more than ₽1 billion worth of cryptocurrency during the first six months of 2026, based on the ruble equivalent of the transactions.

The crackdown comes as Moscow prepares to introduce a more formal framework for cryptocurrency exchanges and other digital-asset intermediaries, creating a growing divide between regulated crypto activity and operations authorities consider illegal.

Bank of Russia targets crypto wallets

The latest action puts crypto wallets directly at the center of Russia crypto regulation and its wider campaign against financial fraud.

According to the Bank of Russia, authorities identified 2,891 entities showing signs of illegal activity in the financial market during the first half of 2026. That represented a decline of almost 31% from the same period in 2025.

Banks also took restrictive measures against more than 500 payment details associated with illegal financial activity. Information gathered by the central bank contributed to more than 330 administrative cases, while authorities implemented more than 450 other enforcement measures.

The regulator also said access had been restricted to more than 11,800 online resources linked to suspected illegal financial-market participants and pyramid schemes.

Crypto remains a major funding channel for fraudulent investment operations. More than 74% of the pyramid schemes identified by the Bank of Russia during the period used cryptocurrency to attract money from victims.

Fraudsters promoted supposed opportunities involving crypto investments, mining and data centers, while some offered tokens allegedly connected to the price of gold.

The scale of wallet-based activity has nevertheless fallen. In 2025, the Bank of Russia identified more than 4,600 crypto wallets used by pyramid organizers to receive initial investment payments.

Crypto scams remain a major target

The latest figures show why Russia crypto regulation is increasingly focused on the intersection between digital assets and consumer fraud.

The Bank of Russia identified 929 entities with signs of financial-pyramid activity during the first half of 2026 and another 379 suspected of illegally attracting investments. Combined, pyramid and other pseudo-investment projects dropped 44% from the same period a year earlier.

Despite the decline, scammers continue to exploit crypto’s popularity to make fraudulent investment pitches appear legitimate.

The campaigns are heavily concentrated online. According to the central bank, operators used more than 940 websites, 120 Telegram channels and more than 2,500 social-media pages to promote their schemes.

The regulator has previously warned that scammers frequently attach fraudulent offers to popular cryptocurrency trends. In 2024, it highlighted the use of memecoins and tap-to-earn games as tools for attracting victims.

Bank of Russia Governor Elvira Nabiullina has meanwhile stressed the need for a structured digital-asset market in Russia. The central bank has been working on rules governing crypto exchanges, digital-asset repositories and other market infrastructure as authorities attempt to bring legitimate activity into a supervised environment.

That creates a difficult balancing act. Moscow wants to develop regulated cryptocurrency markets while preventing digital assets from becoming an easy channel for fraud, money laundering and other illegal financial activity.

Russia prepares regulated crypto market

Russia crypto regulation is also moving toward a formal licensing regime.

Legislation governing cryptocurrency circulation is scheduled to take effect on Sept. 1, 2026. The framework establishes rules for cryptocurrency exchanges and digital-asset repositories and allows certain crypto transactions through authorized intermediaries.

The rules distinguish between qualified and non-qualified investors. Non-qualified investors will be able to purchase the most liquid cryptocurrencies through an authorized intermediary, subject to testing and an annual ₽300,000 limit.

Qualified investors will face testing but will not be subject to the same purchase ceiling.

At the same time, cryptocurrency remains restricted as a means of domestic payment, preserving the distinction between crypto investment and using digital assets as everyday money inside Russia.

The regulatory shift could make wallet monitoring even more important. As licensed intermediaries begin operating under the new framework, financial institutions will have greater incentives to identify addresses associated with suspected scams and illegal financial activity.

Illegal lending has also become a growing concern. The Bank of Russia identified 999 illegal lenders in the first half of 2026, more than double the 467 recorded a year earlier.

Some shadow lenders offered loans denominated in Tether’s USDT stablecoin or rubles converted using a specified exchange rate, prompting hundreds of complaints.

Fake Kanye West sites add new threat

The challenges facing Russia crypto regulation extend beyond investment schemes.

Cybersecurity firm F6 recently uncovered a separate campaign targeting Russians searching for Kanye West concert tickets. Researchers identified at least 10 websites registered since Aug. 17 using domains associated with West and phrases such as “ye,” “yerussia” and “ye-tickets.”

Several websites presented themselves as official ticket platforms and allowed users to select seats before demanding payment.

Some advertised cryptocurrency payments, with prices ranging from $60 for upper-level seats to $2,100 for VIP boxes. Other fraudulent pages requested transfers to phone numbers, with advertised prices reaching as high as ₽6.2 million.

F6 also identified at least seven Telegram bots connected to the campaign.

Maxim Ionov, a senior second-line CERT analyst at F6, warned that cryptocurrency or phone-number transfers can be particularly dangerous for consumers because recovering funds after a fraudulent payment may be difficult.

The campaign illustrates the problem regulators face as crypto adoption and online fraud evolve together. Even with stricter Russia crypto regulation coming into force, scammers can continue exploiting cryptocurrency, social media and messaging platforms to reach victims.

For the Bank of Russia, the 2,600-wallet action signals that monitoring digital-asset flows will remain a central part of the fight against financial crime as the country prepares to launch its regulated crypto market.
