Foreign visitors to Japan will be able to receive tax refunds in JPYC, a yen-pegged stablecoin on Avalanche, from November 1, under a partnership between Japan Tax Free and UPBOND. Shoppers will pay tax-inclusive prices upfront and get refunds after customs confirms the goods are leaving the country.

How tourist tax refunds will work through JPYC and Avalanche

The new service will operate through Japan Tax Free’s JapanRefund platform, which handles tax refund processing for international visitors.

Under the partnership, UPBOND will provide the wallet infrastructure required to receive JPYC payments. Its technology will also support wallet creation, user authentication and integration with Japan Tax Free’s existing refund processing system.

Visitors who already have compatible cryptocurrency wallets will be able to use them to receive their payments. Those without existing wallets will have the option of creating one through UPBOND’s infrastructure.

The partnership is designed to make tourist tax refunds more accessible by removing some of the difficulties associated with receiving international payments through traditional financial institutions.

However, refunds will not necessarily arrive immediately after customs clearance. Processing times, transaction charges and the final amount received will depend on the service conditions and applicable procedures.

Travelers will also need to consider wallet compatibility and the available options for holding, transferring or redeeming their JPYC.

Japan’s tax reform creates an opportunity for stablecoins

The November 1 launch is closely connected to Japan’s planned changes to its tax-free shopping arrangements.

Previously, eligible international shoppers could benefit from tax exemptions or refund arrangements at participating retail locations.

The revised framework moves towards a system where visitors pay the tax-inclusive price first and receive their refunds after customs confirms the export of purchased goods.

This adjustment creates an operational challenge for retailers and refund service providers because payments must be delivered to visitors who may already have departed Japan.

Traditional refund methods can involve card-processing charges, international transfer costs and delays. The new blockchain-based approach seeks to address some of these difficulties by allowing approved payments to reach digital wallets directly.

According to UPBOND’s announcement, using JPYC could reduce certain intermediary costs while making transactions easier to track through public blockchain records.

The introduction of tourist tax refunds through a stablecoin also demonstrates how blockchain infrastructure can support financial activities that do not necessarily involve speculative cryptocurrency trading.

JPYC is particularly relevant to the initiative because it is pegged to the Japanese yen and classified as an electronic payment instrument under Japan’s Payment Services Act.

The stablecoin provides a digital representation of the Japanese currency, allowing the refund service to operate using a yen-denominated asset rather than exposing recipients directly to the price fluctuations associated with cryptocurrencies such as Bitcoin and Ethereum.

What the development means for Avalanche and crypto investors

The partnership provides Avalanche with another potential real-world application beyond decentralised finance, token trading and other blockchain-based financial services.

Avalanche’s C-Chain will serve as the settlement network for the transactions, recording JPYC transfers and enabling participants to verify payment activity on the blockchain.

For AVAX investors, the development is relevant because increased activity on Avalanche can strengthen the network’s position in the broader blockchain payments market.

However, investors should distinguish between increased network adoption and guaranteed appreciation in the price of AVAX.

A new partnership does not automatically translate into substantial transaction volumes, higher network revenue or immediate demand for the network’s native token.

The actual economic impact will depend on how many travelers use the service, the frequency of transactions and the extent to which the system expands after its initial launch.

The announcement also arrives amid wider interest in yen-denominated stablecoins and blockchain-based financial infrastructure in Japan.

Financial institutions and technology companies are exploring additional applications for digital currencies, including cross-border settlements and tokenised financial products.

These developments suggest that stablecoins are increasingly being considered as payment infrastructure rather than solely as instruments for cryptocurrency exchanges.

The growing use of tourist tax refunds offers another development worth following when assessing the commercial adoption of blockchain technology.

UPBOND has also indicated plans to introduce refund-status tracking through its Agentic Wallet, a chat-based platform designed to support travel-related activities.

However, this functionality is planned as a separate future addition and should not be confused with the initial November 1 service launch.

What investors should watch after the November launch

Although the partnership introduces an interesting blockchain payment application, several factors will determine whether it becomes a meaningful development for the cryptocurrency industry.

Investors should monitor whether similar arrangements emerge in other sectors of Japan’s economy. Wider adoption of yen-backed stablecoins could create additional opportunities for blockchain infrastructure providers.

Overall, the partnership between Japan Tax Free and UPBOND represents a practical step towards integrating digital currencies into everyday financial services.

By combining an established refund platform with JPYC and Avalanche’s blockchain infrastructure, the companies are attempting to make international payments more accessible and transparent.

The November 1 rollout will provide an opportunity to assess whether tourist tax refunds can become a viable real-world stablecoin application and whether the initiative can generate meaningful adoption for the wider Avalanche ecosystem.

The announcement is worth monitoring, although its long-term significance will depend on actual usage, transaction activity and the project’s ability to expand beyond its initial implementation.
