Japan’s FSA urges crypto exchanges to delay suspicious withdrawals amid rising fraud

Japan's financial regulator is moving to strengthen withdrawal restrictions at crypto exchanges as investment fraud and account-takeover scams accelerate, signaling tighter compliance expectations for the industry and new operational considerations for investors.

Japan’s Financial Services Agency is encouraging crypto exchanges to delay withdrawals flagged for suspicious activity, such as large withdrawals immediately after deposits or transfers linked to mixing services, as regulators look to stop scammers from cashing out stolen funds before victims or authorities can intervene.

The proposed safeguards reflect a broader global regulatory trend toward balancing investor protection with market accessibility.

Rising crypto scams prompt regulatory response

Japan has long maintained one of the world’s most comprehensive regulatory frameworks for digital assets.

However, regulators say scammers have increasingly exploited crypto exchanges to move funds stolen through phishing attacks, romance scams, impersonation schemes, and fraudulent investment platforms.

The FSA’s latest push would encourage exchanges to delay certain cryptocurrency withdrawals when transactions display characteristics commonly associated with fraud or unauthorized account access.

Such delays would provide exchanges with additional time to verify customer intent and investigate suspicious activity before assets leave their platforms.

The regulator has also expanded guidance on identifying suspicious crypto transactions, including unusual withdrawal patterns.

Exchanges face stronger compliance expectations

The proposed withdrawal delays represent another step in Japan’s evolving approach to crypto regulation, which already includes strict licensing requirements, customer identity verification, and anti-money laundering controls.

Rather than imposing blanket restrictions, exchanges are expected to apply enhanced monitoring to transactions that trigger predefined risk indicators.

These measures could include temporary withdrawal holds, additional customer verification, or manual compliance reviews.

The FSA’s published guidance outlines numerous red flags that exchanges should monitor, including:

Large withdrawals immediately after deposits, Multiple transactions involving newly created accounts, Transfers linked to mixers or anonymity-enhancing services.

Suspicious IP address activity and unusual login behavior, and transactions associated with wallets previously connected to criminal activity.

These requirements are intended to make it significantly harder for scammers to cash out stolen digital assets before victims realize they have been defrauded.

Investor protection versus user convenience

Additional withdrawal verification could reduce successful fraud losses and improve confidence in regulated exchanges.

At the same time, legitimate users may experience longer processing times for certain transactions, particularly those involving unusually large transfers or accounts flagged by automated monitoring systems.

Japan’s approach mirrors broader international efforts to strengthen consumer protections without restricting access to digital asset markets.

“We will do what is necessary to protect users and ensure compliance with laws and regulations” Katayama said when discussing the FSA’s oversight of crypto markets.

Industry participants generally expect regulated exchanges to absorb much of the operational burden through enhanced compliance systems rather than broad restrictions on everyday trading.

Why the changes matter for crypto investors

The FSA’s latest initiative reinforces Japan’s reputation as one of the most proactive crypto regulators globally.

While tighter withdrawal procedures may introduce occasional inconvenience, they also reduce operational risks that have increasingly affected retail investors worldwide.

For institutional investors, stronger fraud controls could enhance confidence in Japan’s regulated crypto ecosystem, particularly as digital assets continue attracting broader participation from traditional financial institutions.

Retail investors, meanwhile, may benefit from improved safeguards against account compromise and social engineering attacks, although they should expect additional verification when conducting higher-risk transactions.

As crypto scams become more sophisticated and increasingly target regulated exchanges, policymakers are signaling that security controls not just market innovation will define the next phase of digital asset regulation.

For investors, the message is becoming increasingly clear: regulatory oversight is shifting beyond licensing and disclosure toward active fraud prevention, making compliance infrastructure a key competitive advantage for exchanges operating in mature crypto markets.
