Tether’s $39.3 million Xinbi freeze isn’t a crackdown, it’s a receipt for how little enforcement matters

Treasury just sanctioned the same marketplace and seized $52 million. Its own operators reportedly told users they're leaving Tether for a stablecoin that's harder to freeze.

Tether froze $39.3 million in USDT this week. Ten Tron addresses, tied by the on-chain tracing firm MistTrack to Xinbi Guarantee, a Telegram-born marketplace that TRM Labs says has moved $24.2 billion since 2022.

Within 24 hours, the story had already been overtaken by something bigger: the US Treasury’s Office of Foreign Assets Control sanctioned Xinbi outright on September 9, designating it a significant transnational criminal organization, while the Justice Department restrained more than $52 million in connected crypto.

Stack it all up, Tether’s freeze, the DOJ’s seizure, everything anyone has taken from Xinbi to date, and it still doesn’t clear $100 million. Against a marketplace TRM now says has processed as much as $36 billion in aggregate volume, that’s a rounding error.

Every outlet ran a version of the same headline this week: authorities crack down on illicit network. The math says something closer to: authorities collect a tax of well under half a percent.

Xinbi has already beaten this exact move once

This isn’t Xinbi’s first brush with enforcement, and its track record through prior brushes is the real story. Telegram pulled thousands of Xinbi-linked channels in May 2025 after researchers documented the marketplace’s activity.

TRM Labs found signs the network was back within days. Daily inflows didn’t recover, they nearly doubled. Xinbi went on to migrate parts of its operation to a messaging platform called SafeW and launched its own wallet app, XinbiPay, built specifically without know-your-customer checks.

The UK government sanctioned Xinbi Company Limited outright back in March. None of it shows up in the volume numbers, TRM’s own tracking had Xinbi processing $17.9 billion since mid-2025 alone, continuing to climb through every enforcement action taken against it, right up until this week.

Wednesday’s Treasury action tries to close that loop by going after the infrastructure directly. OFAC didn’t just sanction Xinbi, it named Anwen Technology and SafeW Technology, the two companies that build the wallet and messaging app Xinbi migrated to specifically to survive the last crackdown.

That’s a smarter move than freezing wallets one at a time. Whether it works is a different question, and the marketplace’s own history says don’t bet on it.

The detail that should worry Tether more than the freeze itself

Here’s the part that got buried under the sanctions headline. According to Unchained’s reporting, Xinbi’s operators had already told users they were moving off Tether for a rival stablecoin that’s harder to freeze, ahead of this week’s action.

If that holds up, it’s the whole story in one sentence: the marketplace isn’t scared of Tether’s blacklist button. It’s routing around it, in real time, the same way it routed around Telegram’s ban and the UK’s sanctions.

That should reframe how newsrooms cover every freeze that follows. A freeze that the target has already priced in and is actively engineering around isn’t disruption. It’s a toll the marketplace has budgeted for.

What the freeze actually proves about Tether

Tether has not disclosed a law enforcement request behind its freeze specifically, no court order, no subpoena cited, just a blacklist applied at the issuer’s own discretion after a private tracing firm flagged the addresses. That’s worth sitting with on its own terms, separate from whether Xinbi deserved it, which by every available account it did.

USDT is sold to the market as permissionless money, dollars on open rails, available to anyone, resistant to the kind of gatekeeping that defines the traditional financial system it’s meant to route around. A unilateral freeze like this is proof of the opposite. Tether holds a kill switch over every dollar it issues and can pull it without a court order, without telling the public why, whenever it decides to.

That’s not an argument against freezing money tied to scam networks, it’s a reminder that the “decentralized dollar” pitch and the operational reality of USDT are two different products. If Xinbi really is shifting volume to a stablecoin marketed as harder to freeze, that gap just became a competitive vulnerability for Tether, not just a philosophical one.

The headline crypto media keeps missing

Earlier data compiled by BlockSec found that Tether blacklisted more than 4,000 addresses in 2025 alone, freezing over $1.26 billion. That sounds significant in isolation. Set against what guarantee marketplaces like Xinbi and its predecessor Huione have moved in the same window, it describes a low, steady toll that illicit marketplaces have learned to operate around rather than a wall they can’t get past.

Coverage keeps treating each freeze, each sanction, each seizure as a standalone win. Stacked together over four years and multiple governments, they describe something closer to friction than defeat, and Xinbi’s own reported pivot to a harder-to-freeze stablecoin suggests the marketplace agrees with that read.

The public doesn’t need another story confirming that money got frozen. It needs the ratio: how much was taken against how much is still moving, and where the money goes next. Until that gap closes, “Tether freezes millions” is a press release wearing a headline, not evidence that anything changed.
