Thailand to require self-custodial wallet verification under new crypto travel rule from February 2027

The new rules will force Thai digital asset operators to verify wallet control and share transaction information as Bangkok tightens its fight against crypto-enabled money laundering and cybercrime.

The Securities and Exchange Commission (SEC) announced Wednesday that it has finalized new requirements governing the transmission and receipt of information accompanying digital asset transfers.

The rules, formally known as the Crypto Travel Rule, will require digital asset operators to collect information on customers and their counterparties, conduct due diligence and verify control of self-hosted wallets.

Thailand is tightening its grip on cryptocurrency transfers, bringing self-custodial wallets directly into the country’s anti-money-laundering framework as regulators move to bring the local digital asset industry closer to international standards.

The measures will take effect on Feb. 27, 2027, giving operators several months to build and test systems capable of transmitting, receiving and monitoring the required transaction information.

The move puts Thailand firmly inside a broader global regulatory push to make crypto transfers more traceable. The Financial Action Task Force (FATF) said in July that 83% of surveyed jurisdictions had passed legislation implementing the Travel Rule, up from 73% in 2025, while another 11 jurisdictions reported that implementation was underway.

Self-custodial wallets face new verification requirements

The most consequential element of Thailand’s new framework is its treatment of self-hosted wallets.

Unlike custodial wallets controlled by exchanges or other service providers, self-custodial wallets allow users to hold their own private keys. That structure has historically given users greater direct control over their assets while creating challenges for regulated intermediaries attempting to establish who controls an address.

Under the new Crypto Travel Rule, Thai digital asset operators must verify ownership of, or control over, self-hosted wallets when customers send assets to or receive assets from them. Operators must also gather information about customers and their counterparties and conduct due diligence on the relevant parties.

The rules go beyond wallet verification. When a transfer moves between regulated digital asset operators, the originating operator must transmit information about the transaction’s originator and beneficiary to the receiving operator.

Operators must also assess the qualifications of counterparties and, where an intermediary digital asset operator is involved, verify that intermediary as part of the transaction route.

That creates a more demanding compliance environment for exchanges and other regulated businesses, particularly when transactions cross between custodial infrastructure and privately controlled wallets.

Five-year recordkeeping raises compliance stakes

Thailand is also imposing a significant data-retention obligation.

Digital asset operators will have to preserve information accompanying every digital asset transaction for at least five years, with records maintained in a form that allows the supervisory authority to retrieve or examine them promptly.

The requirement means compliance will no longer stop at identifying a customer when an account is opened. Operators will need systems capable of collecting, transmitting, monitoring and storing transaction-related information throughout the life of the required records.

The SEC developed the framework in coordination with Thailand’s Anti-Money Laundering Office (AMLO). The regulator said the two agencies are working on interim measures while AMLO prepares regulations under the country’s Anti-Money-Laundering Act.

SEC Secretary-General Pornanong Budsaratragoon said the regulator wants to prevent digital asset businesses from becoming channels for illicit finance and technology-related crime.

“We are confident that the introduction of the Travel Rule for Digital Assets will enhance the capability to combat technology-related crimes,” Budsaratragoon said, adding that the framework should reduce the risk of digital asset operators being exploited for money laundering and terrorist financing.

Her comments underline the central objective of the Crypto Travel Rule: making crypto transactions easier for authorities and regulated businesses to trace without eliminating the underlying ability to transact using blockchain networks.

Thailand balances tighter AML rules with crypto expansion

The timing is notable because Thailand is simultaneously developing a broader regulatory framework for digital assets.

The SEC held consultations on the Travel Rule principles in March and April before releasing a draft notification for further consultation in June and July. The regulator said most stakeholders supported the proposals and provided feedback that was incorporated into the final framework.

At the same time, Bangkok is exploring ways to expand regulated access to crypto-related investment products.

On Aug. 31, the SEC proposed amendments that would allow intermediaries to facilitate investments by retail, high-net-worth and ultra-high-net-worth investors in certain digital asset derivatives traded on overseas exchanges, subject to specified conditions.

The regulator has also advanced rules for crypto exchange-traded funds. In August, the SEC sought comments on draft regulations for crypto ETFs, initially limiting eligible underlying crypto assets to Bitcoin and Ether while establishing requirements around fund management and custody.

That creates an increasingly clear picture of Thailand’s strategy: encourage regulated crypto activity while raising the compliance barriers surrounding it.

For exchanges and other digital asset businesses, the Crypto Travel Rule will mean additional investment in compliance infrastructure, wallet verification and transaction monitoring before the February 2027 deadline.

For users, particularly those who regularly move funds between exchanges and self-custodial wallets, the practical effect could be more verification requests and greater scrutiny of transfers.

Thailand’s approach also reflects a wider shift in the crypto industry. As FATF implementation expands globally, the distinction between traditional financial compliance and digital asset compliance is becoming increasingly narrow. The Crypto Travel Rule is therefore not simply another reporting requirement; it is part of a broader effort to make crypto transfers operate within a more identifiable and internationally connected financial system.
