AI chip boom threatens South Korea’s financial stability, Bank of Korea warns

A record semiconductor surge is lifting growth, markets and corporate profits—but the central bank says the concentration also leaves Korea increasingly exposed to an abrupt global AI investment slowdown.

South Korea’s semiconductor boom has grown so large that the Bank of Korea now considers it a financial stability risk. The central bank said nominal GDP rose 21.9% year-over-year in the first half of 2026, with semiconductors, led by Samsung Electronics and SK hynix, responsible for roughly 70% of that growth, as the two chipmakers now account for more than half of the KOSPI’s total market value.

AI chip demand is driving an unusual economic surge

The scale of Korea’s semiconductor expansion has few recent precedents. The BOK said the increase in income generated by semiconductor exports is at a level not seen since the 1970s, highlighting how dramatically the global artificial intelligence buildout has changed the country’s economic outlook.

The August economic outlook from the central bank projects South Korea’s real economy to grow 3.3% in 2026, supported by strong exports, investment and the continuing semiconductor boom. However, the BOK also identified the semiconductor cycle and global AI investment as major sources of uncertainty.

Export figures reinforce the scale of the transformation. South Korea’s semiconductor exports reached a record $46.65 billion in August, up 209% from a year earlier, as demand for high-bandwidth memory (HBM) and server DRAM surged.

The boom is closely connected to the expansion of AI data centers. Advanced memory is essential for AI accelerators used to train and run increasingly sophisticated models, placing Korean manufacturers at the center of a rapidly expanding global supply chain.

The BOK previously said that semiconductor demand had increased sharply because of AI infrastructure investment while supply expansion remained comparatively slow.

Samsung and SK hynix become the market’s center of gravity

The economic concentration is mirrored in South Korea’s stock market.

Samsung Electronics and SK hynix have together accounted for more than half of the KOSPI’s market capitalization at points this year. In May, their combined share reached about 50.44%, according to Korea Exchange data reported by Seoul Economic Daily.

That concentration means movements in the two companies can increasingly determine the direction of the broader Korean market.

The relationship between the AI Chip rally and financial markets has also become more complex. Single-stock leveraged exchange-traded funds tied to Samsung and SK hynix have attracted significant trading activity, while overseas leveraged products linked to Korean technology companies have expanded sharply.

The BOK’s September Monetary Policy Report specifically highlighted financial stability concerns alongside strong growth. The central bank pointed to accelerating housing prices in the Seoul metropolitan area and rising household lending as additional risks.

The concern is therefore not simply that chip stocks might fall. A sharp reversal could transmit through investment portfolios, household wealth, corporate earnings, credit markets and the broader economy.

The biggest risk may come when AI spending slows

For now, the BOK still sees considerable strength in the semiconductor cycle. The central bank has argued that the current boom differs from previous semiconductor cycles because it is being supported by large corporate investments designed to build out AI infrastructure.

But that also creates a clear vulnerability.

If major technology companies reduce data-center spending in 2027 or 2028, demand for advanced memory could weaken rapidly. Korean manufacturers would then face the possibility of falling prices at precisely the moment when investors have become heavily positioned around continued growth.

Competition from China presents another challenge. Chinese memory producers are expanding their capabilities, potentially increasing competitive pressure on Korean companies and altering global semiconductor supply chains.

The BOK has also warned that the benefits of the boom are not evenly distributed across the economy. Strong semiconductor performance is generating higher corporate profits and wages, but other areas of manufacturing and domestic demand remain comparatively weaker. The central bank has therefore been watching whether semiconductor-generated income spills into inflation, property prices and financial markets.

Why a Korean chip shock could reach global markets

The implications extend far beyond Seoul.

Samsung and SK hynix are major suppliers of advanced memory used throughout the global AI infrastructure ecosystem. Their customers and partners include major technology companies and AI accelerator manufacturers, meaning disruptions to Korean production could have consequences for international technology supply chains.

South Korea’s broader export performance illustrates the same dependence. By early September, the country’s exports had already surpassed the previous full-year record, with semiconductors accounting for around 41% of exports during the year to date.

At the same time, the country is preparing for substantially higher electricity demand as semiconductor plants and AI data centers expand. South Korea’s energy minister recently estimated that AI-related chip production and data-center construction could add 25–30 gigawatts to national electricity demand.

That makes the AI Chip boom both an economic opportunity and a systemic exposure.

The central bank’s warning is ultimately about concentration. When one industry becomes responsible for an unusually large portion of export growth, corporate profits and stock-market performance, a downturn in that industry can have effects far beyond individual companies.

For South Korea, the immediate challenge is not escaping the AI Chip boom. It is ensuring that the economy can withstand the eventual moment when global AI investment slows, memory prices normalize or competition reshapes the market.

The semiconductor cycle may still have room to run. But the Bank of Korea is making clear that the bigger the boom becomes, the more closely policymakers must watch what happens when it turns.
