Ukraine has ordered internet service providers to block access to Polymarket, adding the blockchain-based prediction platform to a government registry of restricted gambling sites.

The restriction, which took effect this week under a Dec. 10 resolution, targets Polymarket and nearly 200 other unlicensed betting platforms as part of an expanded crackdown on online gambling.

War-related betting triggers regulatory alarm

Polymarket, a blockchain-based prediction platform that allows users to wager on the outcomes of political, economic, and social events, has faced criticism in Ukraine for hosting markets related to Russia’s invasion of the country. Local officials have argued that betting on wartime developments raises ethical and security concerns, reinforcing the case for a prediction market ban.

According to Ukrainian technology outlet AIN, monitoring data shows that roughly $270 million in war-related bets have been placed on Polymarket to date.

While Polymarket has not publicly commented on Ukraine’s enforcement action, regulators view the volume of such wagers as incompatible with national interests during an ongoing conflict.

Prediction Marker Ban

An NKEK representative said in a statement that the regulator’s role is to “ensure compliance with national legislation and protect consumers from unlicensed gambling activities,” adding that enforcement would continue against platforms that ignore licensing rules.

The statement did not single out Polymarket by name but emphasized that the prediction market ban applies equally to all operators.

ISPs face inspections under the prediction market ban

The block order obliges telecom providers to restrict access to listed domains and gives regulators the authority to conduct unscheduled inspections of ISPs suspected of non-compliance. Associations representing internet providers were instructed to notify their members of the requirements, highlighting the seriousness of the prediction market ban.

Legal analysts say the move reflects a broader effort to tighten oversight of online betting as digital platforms proliferate. “Ukraine’s approach mirrors a global trend toward stricter enforcement against unlicensed gambling,” said a Kyiv-based technology law expert, noting that prediction markets often fall into regulatory gray areas.

Why other platforms were spared

Notably, other major prediction platforms—such as Kalshi, Myriad, PredictIt, and Limitless—were absent from the list of blocked sites.

Regulators did not explain why, but industry observers suggest the distinction may hinge on accessibility, licensing status, or whether platforms actively market to Ukrainian users. Still, the prediction market ban signals that authorities are prepared to expand enforcement if needed.

Polymarket’s restriction in Ukraine adds to a growing list of jurisdictions where the platform is unavailable. The site is already restricted across 33 countries, including France, Germany, the United Kingdom, Italy, Poland, Iraq, North Korea, Thailand, and Australia. In many cases, those limits reflect local gambling laws rather than targeted actions against prediction markets specifically.

Global debate over prediction markets

The Ukrainian prediction market ban arrives amid a wider international debate over how to regulate platforms that blur the line between information markets and gambling.

Supporters argue that prediction markets can aggregate public sentiment and forecast outcomes more accurately than polls. Critics counter that they incentivize speculation, pose consumer risks, and can be exploited during crises.

“Prediction markets raise complex regulatory questions because they look like financial instruments but often operate under gambling frameworks,” said a European regulatory policy researcher. “Ukraine’s decision shows how quickly governments will act when national security or public order is involved.”

Enforcement with room to escalate

For now, the prediction market ban is limited to blocking access rather than pursuing criminal charges. Ukrainian authorities confirmed that the measure focuses on compliance and prevention, though they reserved the right to escalate enforcement if platforms attempt to circumvent restrictions.

The crackdown also reflects pressure on regulators to demonstrate control over the online gambling sector, which has expanded rapidly in Eastern Europe. By adding Polymarket to the restricted registry, Ukraine is signaling that prediction markets are not exempt from licensing rules—particularly when they intersect with politics and war.

As the digital economy evolves, the prediction market ban in Ukraine could become a case study for other governments weighing how to balance innovation with regulation.

Whether platforms adapt by seeking licenses or retreat from restrictive jurisdictions altogether, the message from Kyiv is clear: unlicensed betting—especially on sensitive events—will not be tolerated
