UAE taps Avalanche to power blockchain infrastructure behind its 12 million-user digital identity system

Avalanche announced on September 14 that its blockchain technology is being integrated into the UAE PASS Digital Vault, the digital document storage component of the UAE’s national identity system used by more than 12.5 million people.
The exact scope of Avalanche’s role remains unclear, as neither the UAE’s Telecommunications and Digital Government Regulatory Authority (TDRA) nor its partner Deca4 has published technical details of the deployment.
The development gives Avalanche a potentially significant government use case outside cryptocurrency trading, decentralized finance and tokenization. However, the precise role Avalanche will play in the UAE PASS Digital Vault remains unclear because neither TDRA nor Deca4 had published detailed technical information about the deployment at the time of writing.
Avalanche enters UAE PASS Digital Vault infrastructure
UAE PASS is the UAE’s unified digital identity system, connecting citizens, residents and visitors to hundreds of government and private-sector services.
Within that infrastructure, the UAE PASS Digital Vault allows users to request official documents from government entities, retain digital copies and share them with service providers when necessary.
The UAE government has previously described the Digital Vault as blockchain-powered, positioning distributed-ledger technology as part of its approach to securing and verifying digital documents.
Avalanche’s announcement therefore appears to relate to the blockchain infrastructure supporting or expanding an existing component of UAE PASS rather than the creation of the national digital identity system itself.

The scale of the platform makes the integration notable. What will Avalanche do inside the UAE PASS Digital Vault?
The most significant unanswered question concerns the technical architecture of the UAE PASS Digital Vault and exactly where Avalanche fits into it.
Avalanche did not specify whether the system would operate on a dedicated Avalanche layer-1 blockchain, whether its technology would replace an existing blockchain infrastructure or whether Avalanche would provide an additional verification layer.
The announcement also did not state whether personal information belonging to UAE PASS users would be recorded directly onchain.
That distinction is important for a national identity platform. Blockchain-based verification does not necessarily require sensitive documents or personally identifiable information to be stored publicly on a blockchain.
Instead, cryptographic proofs or hashes can be used to verify that a credential is authentic and has not been modified. Such an architecture could allow the UAE PASS Digital Vault to benefit from blockchain verification while keeping sensitive user information outside the blockchain itself.
TDRA’s existing documentation describes its Digital Trust Platform as blockchain-based and designed to transform government documents into trusted digital credentials while maintaining privacy.
Until the UAE authorities or Deca4 publish further technical documentation, it remains difficult to determine how much of the UAE PASS Digital Vault infrastructure will rely on Avalanche.
UAE pushes blockchain beyond cryptocurrency
The reported integration reflects a wider effort by the UAE to use blockchain technology for applications beyond digital assets.
Instead of focusing on tokens, trading or decentralized finance, the UAE PASS Digital Vault use case centers on identity, document verification and digital government services.
That direction could provide a different measure of blockchain adoption. Digital Dubai said in July that UAE PASS had surpassed 12 million users and was facilitating millions of digital transactions annually.
The scale of that adoption could make the UAE PASS Digital Vault an important institutional reference point for Avalanche if the integration moves into full production.
UAE PASS Digital Vault details remain limited
The UAE has already established the UAE PASS Digital Vault as part of its broader digital identity infrastructure, meaning Avalanche’s reported involvement should not be interpreted as the launch of UAE PASS itself.
The immediate issue is how Avalanche technology will interact with the existing system and whether the integration is already operational or remains under development.
Neither TDRA nor Deca4 had released corresponding technical announcements detailing the deployment when Avalanche disclosed the integration.
That leaves several questions unanswered, including which Avalanche infrastructure will be used, what functions it will perform, how data will be handled and whether the technology is already serving users of the UAE PASS Digital Vault.
As the UAE continues to expand blockchain applications across public infrastructure, the UAE PASS Digital Vault could become a notable test of whether blockchain technology can move from cryptocurrency-focused applications into large-scale government services.
The project also underscores the distinction between blockchain adoption and cryptocurrency adoption: a blockchain can underpin document verification and trusted digital credentials without requiring users to interact with tokens or financial markets.
Until further technical details are disclosed, however, the exact contribution of Avalanche to the UAE PASS Digital Vault remains an open question.
