A growing wave of state-level regulations is reshaping the future of crypto ATMs across the United States as lawmakers intensify efforts to combat fraud.

Tennessee’s ban on cryptocurrency ATMs took effect July 1, the same day Georgia’s new law requiring fraud warnings and transaction limits on the machines went live, two opposite regulatory responses to a $388.9 million fraud problem the FBI flagged for 2025.

The latest developments add to an increasingly fragmented regulatory landscape, with several states either banning crypto ATMs outright or imposing tighter operational standards. The growing compliance burden is also placing significant pressure on operators, some of whom have already exited the market amid rising legal and regulatory costs.

Tennessee and Georgia take different regulatory paths

Tennessee has become one of the latest states to prohibit cryptocurrency ATMs entirely. Under legislation signed into law by Governor Bill Lee in April, crypto ATMs and kiosks can no longer be installed or operated anywhere within the state beginning July 1.

Georgia, by contrast, has chosen regulation over prohibition. Instead of banning the machines, lawmakers introduced a series of consumer protection requirements designed to reduce fraud while allowing legitimate operators to continue offering services.

The new Georgia law requires operators to impose transaction limits, display clear scam warnings before users complete transactions, and reimburse eligible customers who can demonstrate they were deceived by fraudsters under specified circumstances.

The differing approaches highlight how Crypto ATM Restrictions are evolving at the state level rather than through a single nationwide framework. While some states view outright bans as the most effective response to fraud, others are seeking tighter oversight that preserves access to crypto services while strengthening consumer safeguards.

Industry observers say the contrasting models could influence future legislation in other jurisdictions still weighing their options.

More states join the push against crypto ATMs

The regulatory momentum extends well beyond Tennessee and Georgia.

Indiana implemented its own statewide crypto ATM ban earlier this year after legislation took effect in March. Meanwhile, Minnesota is preparing to enforce a similar prohibition beginning Aug. 1.

Elsewhere, lawmakers in Delaware and New Jersey have advanced bills that would prohibit cryptocurrency ATMs, although neither proposal has yet been enacted into law.

The rapid expansion of Crypto ATM Restrictions reflects growing concern among policymakers that the machines have become attractive tools for scammers targeting unsuspecting consumers.

According to the Federal Bureau of Investigation (FBI), cryptocurrency kiosks have become a common payment method in fraud schemes involving impersonation scams, investment fraud and extortion. The agency reported receiving 13,460 crypto kiosk complaints during 2025, representing more than $388.9 million in reported losses.

The FBI also found that individuals aged 50 and older accounted for more than half of all reported complaints, underscoring the disproportionate impact on older Americans.

The agency has repeatedly advised consumers that government agencies, financial institutions and legitimate businesses do not request payments through cryptocurrency ATMs.

“Scammers are using crypto ATMs as a payment mechanism because of the speed and irreversibility of cryptocurrency transactions,” the FBI has warned in its public fraud advisories.

International concerns mirror U.S. crackdown

The debate over cryptocurrency ATMs is not confined to the United States.

In Canada, federal authorities have also expressed concern over the role of crypto kiosks in facilitating scams and financial crime. Earlier this year, CBC News reported that the Canadian government proposed a nationwide ban on crypto ATMs after describing them as a significant avenue through which criminals obtain funds from victims and process illicit cash.

The proposal followed investigations cited by CBC News, along with previous findings from the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), which linked cryptocurrency ATMs to recurring fraud schemes and suspicious financial activity.

These international developments reinforce a broader trend toward stronger oversight as regulators attempt to balance financial innovation with consumer protection.

For legitimate operators, however, expanding Crypto ATM Restrictions across multiple jurisdictions create additional compliance challenges, particularly for companies operating nationwide.

Regulatory pressure weighs on crypto ATM operators

The tightening regulatory environment is already having significant consequences for businesses operating cryptocurrency ATM networks.

One of the most notable examples is Bitcoin Depot, one of the largest publicly traded crypto ATM companies in the United States. In May, the Nasdaq-listed operator filed for Chapter 11 bankruptcy protection, citing increasing regulatory requirements, litigation and enforcement actions as major factors behind its financial difficulties.

The company had previously warned investors that expanding state regulations could materially affect revenue and operating performance. As part of its restructuring process, Bitcoin Depot shut down its ATM network.

The company’s experience illustrates the commercial impact that Crypto ATM Restrictions can have on businesses operating in an increasingly complex legal environment.

Despite the tougher rules, many policymakers maintain that stronger oversight is necessary to protect consumers from increasingly sophisticated fraud schemes. Industry participants, meanwhile, continue to advocate for regulations that target criminal activity without eliminating legitimate access to cryptocurrency services.

As more states consider new legislation, the future of crypto ATMs in the United States is likely to remain uncertain. Whether lawmakers choose outright bans or enhanced compliance standards, Crypto ATM Restrictions are becoming one of the defining regulatory issues facing the digital asset industry in 2026.

With additional states expected to revisit the issue in the coming months, both consumers and operators should prepare for continued changes to the rules governing cryptocurrency ATM services across the country.
